Duck Stuff: Morning Mud

• Ted Miller has today's only story saying that Oregon's "Rooney Rule" is expected to be signed into law by Governor Ted Kulongoski.

The bill would require state universities in Oregon to interview at least one minority candidate. Oregon's bill passed the Senate 52-0.

Oregon would become the first state to pass such a bill.

The idea isn't to force an institution to hire anybody. It's not affirmative action.

It simply requires closed networks to at least pretend to open up. It says, "You want to hire this guy. Fine. But at least talk to this guy."

Miller's take? "Good for Oregon," and I would agree.
